The only principal organ of the International Union in which all nations have equal representation, Its powers consist of overseeing the International Union’s budget, appointing the non-permanent members of the Security Council, receiving reports from other parts of the International Union, making recommendations in the form of World Assembly Resolutions, and establishing subsidiary organs.

The World Assembly meets, debates, and votes under its President, who is elected by the Assembly. The President of the World Assembly will not be of a world power (using RL examples: People’s Republic of China, Russia, United States, France, and the United Kingdom), will not be of a nation who also sits on the Security Council, and will be replaced each RP year. Typically, the Presidency will not go to nations of the same region immediately after each other (i.e.- it shouldn’t go from Bricc to Germany but, rather, would go to, say, Cambodia or New Caledonia and then other regions before proceeding to return to a European state).

Voting in the World Assembly on important questions (recommendations on peace and security; election of members to organs; admission, suspension, and expulsion of members; budgetary matters) will be by a two-thirds majority of those present and voting while other questions are decided by a majority vote. Each member country has only one vote. Apart from approval of budgetary matters, including adoption of a scale of assessment, Assembly resolutions are not binding on the members. The Assembly may make recommendations on any matters within the scope of the IU, except for matters of peace and security under the Security Council’s consideration.

Although the resolutions passed by the World Assembly do not have the binding forces over the member nations(apart from budgetary measures), the Assembly may also take action if the Security Council fails to act, owing to the negative vote of a permanent member, in a case where there appears to be a threat to the peace, breach of the peace, or act of aggression. The Assembly can consider the matter immediately with a view to making recommendations to Members for collective measures to maintain or restore international peace and security.

All matters within the World Assembly will be initiated with discussion among members before proceeding to open voting. The approval of matters to be placed on the Assembly’s agenda for discussion and voting, the opening of debate, the opening of voting, and the ending of voting at all under the purview of the President.
